report new limits the output to items whose key was not in the previous state, so changed and removed postings are ignored. Pasted items are reported as new on a monitor's first run; with a dataset, the first run only saves the baseline. Run it on a schedule against your scraper's dataset (datasetId) to get a daily list of new postings, charged per change reported.
